After a general introduction to the housing situation prior to 1994, this case study provides an incisive discussion of the Housing White Paper, and the reality of housing delivery as dictated by the provisions of the subsidy scheme. The approach is unfettered by political correctness and accepts that certain social conditions are set to continue well into the future.

This being the case, some hard questions are asked about the appropriateness of the housing policy and its implementation, and a plea is made for a complete review of the delivery process. 5 Projects are featured in this case study.
