Modimola Extended Public Works Programme

The North West government initiated the Modimola Extended Public Works Project (EPWP) to address the need for skills development, poverty relief, and employment within the province. The project's main focus was initiating labour-based road construction and maintenance projects. However, it was decided that, before the project was rolled out to the whole province, it would first be implemented on a pilot basis in a smaller area.

The Modimola EPWP Project is the pilot project. It entails the following: labour-intensive routine maintenance of a 70km stretch of road between Mafikeng and Setlagoli; route patrol; labour-intensive construction of internal access roads in Modimola; labour-intensive construction of an agricultural irrigation farm and chicken unit; and the establishment of an agricultural project in Modimola. This will all be completed during 2006. The project aims to create short-term employment, as well as long-term sustainability and economic advantages.

Innovation

The Modimola Project is a multi-disciplinary project, spanning 2 economic sectors - Transportation and Agriculture. It is being implemented by means of labour-based construction techniques and methodologies. The project also involves stakeholders from all three levels of government, as well as the private sector.

Effectiveness

Approximately 440 households will benefit from the project; additional income of approximately R3.45million will be generated through employment in construction and maintenance; 46 new SMMEs have been created and equipped to compete in the open market.

Poverty Impact

Unemployed members of the community were trained and employed through this project. 180 permanent, and 260 temporary jobs will be created in Agriculture and Construction.

Sustainability

The project is supported by the Provincial Government, who have made a firm commitment to expand the programme to the rest of the Province. The newly-established farmers will also be supported on an ongoing basis by the Department of Agriculture.

Replication

Provincial replication is being implemented in 4 phases: 1) development of a Business Plan; 2) implementation of the approved pilot project; 3) incorporation of the lessons learned from the Modimola project into the development of a programme for province-wide implementation; 4) implementation of the Provincial Public Works Programme for poverty relief, food security and job creation, based on the updated and expanded implementation plan.
